This person will liaise with the business units to understand their data needs and performance analysis design and development of data products, including reporting solutions. He/she will design business specifications, follow up on developments with the IT Department and provide support to end users. This includes working with colleagues from the whole R&I Family as well as with external stakeholders, in order to help design, test and industrialize business intelligence solutions to manage and exploit the integrated data ecosystem of DG R&I).
The following tasks will be performed by external service provider:
- Collect business requirement, identify, assess and deploy relevant existing data processing, machine learning and business intelligence solution
- Query, process and/or structure data from various sources and carry out analysis
- Design and development of reporting applications
- Validate and format data and draft analysis reports and/or update existing ones
- Data modelling
- Design of Data Quality and Health Monitoring processes
- Analyse projects details emanating from the EU programmes
- Write the documentation related to business and process models associated with the tasks and liaise with other project teams as necessary to address cross-project interdependencies
- Contribute to a design of processes related to the analytical solutions
- Description of functional requirements
- Assistance with deployment and configuration of systems
- Participation in meetings with other project teams
- Map and transform best practices into processes and IT solutions
The person selected will be working full time with the project leader who is officially responsible for the Data Team on the Commission side. The person selected must fulfil the following:
Specific Expertise :
- Solid experience with relational database systems applied to data warehouse
- Solid experience with SQL
- Experience with Qliksense
- Experience with SAP Business Intelligence reporting environment
- Experience with JIRA ticketing
- Experience with Confluence
- Experience with Python and data analytics package Pandas
- Experience with near real time data warehousing and/or change data capture technologies
- Experience with cloud technologies and architecture (data lakes), especially in Amazon AWS, such as Amazon’s Athena, Redshift etc, will be considered as an asset.
Knowledge and skills :
- Good knowledge of information systems and data management matters
- Good knowledge of large organisation administrative business processes
- Knowledge of EU and Research and Innovation funding scheme and policy activities
- Knowledge of analysis/modelling tools and techniques (use case diagram, state diagram, entity relationship model etc.)
- Ability to grasp technical concepts (e.g. related to data lineage) and communicate them to non-technical audiences
- Readiness to learn quickly Commission-internal tools and become familiar with specific databases and data flows at hand
- Ability to apply high quality standards
- Machine learning experience to cluster/classify data using supervised and unsupervised algorithms would be an asset
- Strong capacity in preparing and writing business analysis would be an asset
- Knowledge of selected software development methodologies (e.g Agile)
